Anthony Ruggiero
Senior Vice President
Anthony J. Ruggiero is a Senior Vice President at American Global Strategies, where he leads the firm’s Economic & Energy Security Practice and co-leads the AGS election and political analysis initiative. He advises clients on sanctions, illicit finance, geopolitical risk, counterproliferation, biodefense, congressional developments, and emerging national security issues affecting global markets and U.S. policy.
Anthony served in the United States Government for nearly 20 years across both Democratic and Republican administrations. During the first Trump Administration, he served as Deputy Assistant to the President for National Security Affairs and Senior Director for Counterproliferation and Biodefense at the National Security Council from 2019 to 2021. In this role, he led work on counterproliferation, weapons of mass destruction terrorism, nonproliferation, export controls, biodefense, arms control, proliferation issues involving Iran and North Korea, and the COVID-19 pandemic.
Prior to this role, Anthony served as Director for North Korea at the National Security Council from 2018 to 2019 where he worked on the President’s maximum pressure policy and summits with North Korean leader Kim Jong Un.
Before joining American Global Strategies, Anthony served as Senior Director of the Foundation for Defense of Democracies’ Nonproliferation and Biodefense Program and as a Senior Fellow at FDD. He was sanctioned by Russia in 2024.
Anthony brings more than 26 years of experience in foreign affairs and national security, including more than 20 years working on sanctions and illicit finance issues and more than 25 years working on proliferation and geopolitical issues. He has held senior roles at the Department of State, Department of the Treasury, and White House National Security Council, and also served as a Foreign Policy Fellow for Senator Marco Rubio.
Anthony is a nonresident senior fellow in the Forward Defense practice and the Indo-Pacific Security Initiative at the Atlantic Council’s Scowcroft Center for Strategy and Security.
Anthony received a Master of Science in National Security Strategy from the National War College, a Master of Public and International Affairs from the University of Pittsburgh’s School of Public and International Affairs, and a Bachelor of Arts in Political Science from Duquesne University.
