Arthur Herman
Senior Advisor
Arthur Herman, Ph.D., serves as Senior Advisor at American Global Strategies. Dr. Herman brings expertise in national security policy, defense technology, the defense industrial base, advanced technologies, and economic competition to AGS’ defense and technology work.
Dr. Herman is the Pulitzer Prize finalist author of ten books, including Freedom’s Forge: How American Business Produced Victory in World War II. He also served on the National Security Council as Senior Advisor to National Security Advisor Robert O’Brien.
Dr. Herman has been a Senior Fellow at the Hudson Institute in Washington, D.C., since 2014, where he has led projects relating to defense technology and defense trade, energy policy, telecommunications, and cybersecurity, including strategies for confronting China’s predatory trade practices.
He is the founder and Director of the Quantum Alliance Initiative and co-founded and co-chairs the Alexander Hamilton Commission on Securing Our National Security Innovation Base.
His ten highly acclaimed books include Freedom’s Forge, which The Economist named one of the best books of 2012; the Pulitzer Prize finalist Gandhi and Churchill; the New York Times bestseller How the Scots Invented the Modern World, which has sold over half a million copies worldwide and has been translated into five languages, including Spanish and Chinese; To Rule the Waves: How the British Navy Shaped the Modern World, which was a finalist for the United Kingdom’s Mountbatten Prize; Douglas MacArthur: American Warrior, which the late Dr. Henry Kissinger praised as “compelling” and historian Andrew Roberts as “a towering achievement”; 1917: Lenin, Wilson, and the Birth of the New World Disorder; and, most recently, The Viking Heart: How Scandinavians Conquered the World.
A leading expert on defense industrial base and defense trade issues, Dr. Herman has been a frequent advisor and consultant to the Department of Defense, including its Office of Industrial Policy and, most recently, the PPBE Reform Commission appointed by Congress in 2022.
Dr. Herman is also a recognized authority on advanced technologies, including artificial intelligence, 5G, and quantum technology. He has been asked to advise on key legislation relating to quantum technology, including the National Quantum Initiative, signed by President Trump in 2019 and reauthorized in 2022; the Quantum Computing Cybersecurity Preparedness Act, passed by Congress in 2022; and, most recently, the bipartisan Defense Quantum Acceleration Act.
