Arthur is the Pulitzer Prize Finalist author of ten books, including Freedom’s Forge: How American Business Produced Victory in World War II. He also served on the National Security Council as Senior Advisor to National Security Advisor Robert O’Brien.
Dr. Herman has been Senior Fellow at the Hudson Institute in Washington DC since 2014, where he has led projects relating to defense technology and defense trade, energy policy, telecommunications, and cybersecurity, including strategies for confronting China’s predatory trade practices.
He is founder and Director of the Quantum Alliance Initiative, and co-founded and co-chairs the Alexander Hamilton Commission on Securing our National Security Innovation Base.

A leading expert on defense industrial base and defense trade issues, Dr. Herman has been a frequent advisor and consultant to the Department of Defense, including its Office of Industrial Policy, and most recently to the PPBE Reform Commission appointed by Congress in 2022.
Dr. Herman is also a recognized authority on advanced technologies, including AI, 5G, and quantum, and has been asked to advise on key legislation relating to quantum technology, including the National Quantum Initiative (signed by President Trump in 2019 and reauthorized in 2022), the Quantum Computer Cybersecurity Preparedness Act (passed by Congress in 2022), and most recently the bipartisan Defense Quantum Acceleration Act.
