On March 4, President Trump delivered an address to a joint session of Congress, a de facto State of the Union address for Presidents in the first months of their term. Early in his speech, President Trump declared the voters gave him a mandate to enact his agenda. Trump touted his early actions of his second term, particularly those to secure the southern border, reduce Federal spending, spur economic growth through deregulation, and eliminate government DEI programs.
Trump outlined his administration’s key policies and achievements across policy areas. He emphasized his border security measures, including a national emergency declaration that he claims has reduced border encounters, while criticizing Biden-era policies. On the economy, Trump highlighted deregulation and investment announcements while proposing tax cuts and a balanced budget. On trade, he promised reciprocal tariffs and measures while promoting American manufacturing. Trump also touted technology investments from major companies. He expressed optimism about peace in Ukraine, and underscored efforts to boost U.S. energy production and critical minerals. Introducing Elon Musk, Trump supported the DOGE initiative to cut federal waste, claiming significant savings by terminating inefficient programs.
Early on in the address, Democratic members protested by standing and shouting over Trump and holding up signs that said, “Musk Steals.” At one point, Rep. Al Green (D-TX)was removed from the House Chamber after causing a disturbance and refusing to take his seat.
Key Policy Issues
- Border and Immigration Policy: Trump highlighted his executive order which declared a national emergency at the southern border, highlighting a decrease in border encounters as evidence his policies are working. Trump sharply criticized Biden Administration border policies and Democrats for their border policies. Trump pointed to the importance of keeping highly skilled and educated workers in the U.S. after graduating school by offering them a path to residency or citizenship. Trump referenced American cities which experienced an influx of illegal immigrants which strained public services. Trump said his budget request to Congress outlines important funding to complete deportation operations. Trump mentioned “Mexican Drug Cartels are now officially in the same category as ISIS, and that’s not good for them.”
- Economy and Jobs: Trump touted his administration’s efforts to deregulate the economy, increase investment, and deliver relief to working families. Trump cited Biden era inflation as a top cause of the country’s economic woes. Trump said his efforts to reduce federal spending would help bring down interest rates and inflation. Trump also stated his goal to balance the federal budget for the first time in decades. Trump called on Congress to pass an extension of the tax cuts as an important piece of his economic agenda and new policies such as no tax on tips, overtime pay, or social security benefits.
- Trade and Manufacturing: Trump criticized foreign tariffs on American goods and stated the current system is not fair to the U.S. saying those countries would face reciprocal tariffs, taxes, and non-monetary barriers on April 2. He stated this will help create jobs and bring money back into the U.S. economy. Trump particularly called out South Korea and India for tariffs. Trump noted auto manufacturers making investments in American manufacturing. Trump floated the idea of making interest payments on car loans tax deductive if the car is made in America and offering other tax incentives for manufacturing more broadly. Trump stated that products not made in America will face tariffs.
- Technology Investment: Trump highlighted the high profile investment announcements since he took office including those from Apple, Softbank, and TSMC. Trump criticized the CHIPS Act saying the U.S. got nothing in return, he suggested companies will chose to invest in the U.S.to avoid tariffs.
- Defense and National Security: Trump touted improved recruitment numbers and the removal of DEI programs from the military. Trump called on Congress to fund a missile defense shield to protect the U.S. homeland. Trump highlighted the need to improve the U.S. defense industrial base with a particular emphasis on shipbuilding. Trump announced a new White House office of shipbuilding. Trump spoke about the U.S. interests at stake in Greenland and the Panama Canal, stating the U.S. needs them for national security reasons.
- Foreign Policy: Trump highlighted the Abraham Accords as a blueprint for peace in the middle east. Trump said he was working to end the conflict in Ukraine. Trump criticized Europe spending more buying Russian energy than supporting Ukraine. Trump said Zelensky sent him a letter saying he is ready for peace negotiations and would sign a deal with the U.S. on critical minerals. Trump says Russia has sent strong signals they are ready for peace.
- Energy Production: Trump spoke forcefully about his administration’s efforts to increase American energy production, including highlighting his declaration of a national energy emergency. Trump said he will take action later this week to expand production of critical minerals in the U.S.
- DOGE and Federal Waste: Trump introduced Elon Musk and spoke supportively of his efforts to cut wasteful spending. Trump spent several minutes listing programs identified by DOGE as wasteful spending including certain international development programs which the administration terminated. Trump claimed DOGE has eliminated hundreds of billions of dollars of waste and fraud.
Special Guests Introduced by President Trump
Throughout his speech, President Trump introduced several of his and First Lady Melania Trump’s invited guests to highlight particular points of his agenda. Guests President Trump introduced during his speech include:
- Payton McNabb: Payton is a former high school athlete who had her dreams of competing in college sports crushed in a September 2022 volleyball match when a biological man playing on the opposing women’s team spiked the volleyball at Payton’s face, leaving her with a traumatic brain injury. President Trump pledged to cut federal funding to schools that refuse to comply with his executive order to keep biological males out of female sports.
- Jeff Denard: Jeff has spent nearly three decades working at a steel plant owned by Nucor Steel. His good paying, middle class job at the steel plant has allowed Jeff to serve as volunteer firefighter, provide a loving home to dozens of foster children, and organize his fellow steelworkers to respond to natural disasters, including Hurricane Helene. Trump referenced Denard when speaking about the importance of tariffs to protect critical industries such as steel.
- Haley Ferguson: Haley is a former foster child, a senior at Middle Tennessee State University majoring in Elementary Education, and a Fostering the Future scholarship recipient, which was launched by the First Lady’s organization, Be Best.
- Elliston Berry: Elliston is a 15-year-old who was the victim of computer-generated deepfakes created by a bully at her school intended to humiliate and degrade Elliston and her friends. Trump thanked the Senate for passing a bill to criminalize illicit deepfake AI images while introducing Berry.
- Allyson and Lauren Phillips: Allyson and Lauren are the mother and sister of Laken Riley, a young female nursing student who was murdered by an illegal alien during a morning jog. The very first bill President Trump signed into law this year was named in Laken’s honor. Trump pointed to open border policies and lack of detention for illegal immigrants as reasons for her death and highlighted the Laken Riley Act he signed into law which mandates the detention of criminal illegal immigrants.
- Alexis Nungaray: Alexis is an angel mom and the mother of Jocelyn Nungaray, a 12-year-old girl who was murdered by two illegal aliensduring a walk to a corner store. While introducing Nungaray, Trump announced he signed an order to name a wildlife refuge after her daughter and held the signed order up during his speech.
- Roberto Ortiz: Roberto has served with U.S. Border Patrol for nearly a decade and is a veteran of the U.S. Navy and California State Guard. He has been shot at repeatedly by cartel members while performing his duties near the Rio Grande River in Texas. Trump stated his administration is designating cartels and gangs as foreign terrorist organizations and will deport or imprison apprehended criminals.
- Stephanie Diller: Stephanie is the widow of Jonathan Diller, an NYPD officer who was murdered at a traffic stop in Queens in March 2024 by a repeat criminal. Trump introduced Diller while criticizing policies that allow for the release of repeat violent criminals. Trump called on Congress to pass into law a mandatory death penalty for people who murder police officers.
- DJ Daniel: A young boy who dreamed of becoming a police officer and was diagnosed with a terminal illness year ago but has defied the odds to continue living for over six years. Trump had the Secret Service Director make him an honorary Secret Service agent. Trump highlighted his case while prioritizing efforts to address health issues.
- January Littlejohn: January is a mother and parents’ rights advocate who sued the School Board of Leon County after school official sat her daughter’s middle school socially transitioned her daughter to a different sexual identity without January and her husband’s knowledge or permission. Trump pointed to this case as evidence of a toxic ideology affecting children. He noted his executive order removing transgender ideology in schools. Trump called on Congress to pass a bill banning sex change operations on children.
- Jason Hartley: A boy who respects the military and has a dream of attending U.S Military Academy at West Point. President Trump announced during his speech that Hartley’s application to attend West Point was accepted and he would soon be a cadet.
- Marc Fogel: Marc is an American history teacher who was held hostage by the Russian government and wrongfully sentenced to 14 years in a Russian prison. On February 12th, President Trump secured Marc’s release.
- The Comperatore Family: Helen, Allyson, and Kaylee are the widow and daughters of Corey Comperatore, a firefighter who was killed by the gunman who also shot President Trump during a campaign rally in Butler, Pennsylvania in July 2024.
Democratic Response
Following President Trump’s speech, Senator Elissa Slotkin of Michigan delivered the Democratic response. Slotkin, a former CIA analyst, is seen as a leading figure in the Democratic party’s next generation. She first ran for office in 2018, defeating a two-term incumbent Republican. After redistricting, she consistently won one of the nation’s most competitive House seats, earning a reputation as one of the party’s top fundraisers. In 2023, she announced a run for Michigan’s open Senate seat after Sen. Debbie Stabenow announced she would not seek a fifth term.
Slotkin introduced herself, speaking about her national security, government background and working class constituency. Slotkin said America needs a change, but that Trump represents a reckless change. She spoke about the importance of a fair tax system, securing supply chains, and lowering prices for families. Slotkin claimed prices on good will continue to go up under Trump’s policies. Slotkin sharply criticized Elon Musk and his DOGE initiative and the access they have to private data. Slotkin appeared to moderate the Democratic position on immigration by stating that we should know who is coming across the border while calling for comprehensive immigration reform. Slotkin contrasted Trump from Reagan, claiming Trump’s approach to foreign policy lacks moral clarity and saying Trump is transactional in diplomacy. She went further to say Trump does not believe America is an exceptional nation.
